Sailor is the perfect matte navy blue liner color. To use it wet- just dampen your brush (our Ultimate Eye Shadow brush works wonderfully), dip it into the jar, and apply to your eye. Dry shadows applied as a liner are wonderful- they don't cake or smear, and you don't end-up with panda eyes in a few hours.
