Some years ago there was something called hair mascara. Looked exactly like a mascara but came in bright colours and was intended to let you temporary draw highlights into your hair. I had one in pink Green or ghostly blue highlights might be nice for Halloween.

How about a shadestick type product? Twist and create!

Someone has probably mentioned this already but I do not have time to read all the posts (on break). How about a soft crayon? Soft enought to streak hair but sturdy enough to draw on skin. The consistency of an oil crayon maybe.
